The Norwegian Quota Scheme is a funding scheme offered by the Norwegian Government to students from developing countries in the South and countries in the Western Balkans, Eastern Europe and in Central Asia.

The main objective of the Quota Scheme is to provide relevant education to students, who in turn use their education for the benefit of the social and economic development and competence building of their country once the study program has been completed.

The objective is also to strengthen Norwegian institutions of higher education's participation in global knowledge cooperation.
